Phuentsholing Thromde will relocate all the service centers, industries and workshops to Pekarzhing which is around seven kilometers away from the core town.
Industries not only on the state land but workshops, factories, cement go downs and scrap yards operating on private land must be relocated from the main city area.
The Pekarzhing Local Area Plan (LAP) is identified for the service centers and non-polluting industries according to Phuentsholing Structure Plan. Some few non-polluting industries have already established in the area with proper accessibility.
The existing industries in the core town were allotted their space a long time back when there was no proper plan and settlement.
The prime land along the river is generally used for creating better living environment but in case of Phuentsholing it is allotted to repairing workshops and industries. “Since Pekarzhing is designated as SE-4 (Non-polluting) as per Phuentsholing Structure Plan (2013-28) , they must be relocated from the core area so that these lands can be utilized for construction of recreational facilities and other developmental activities,” said Phuentsholing Thromde’s Chief Regulatory Officer under Development Regulatory Division. He further said that the relocation of non-service industries which are not required for day-to-day use and polluting industries have to be relocated away from the main city area to prevent environmental pollution and traffic related issues.
The Council of Cabinet Minister (CCM) in June 2004 urged the Thromde to relocate these industries to Pasakha. However, Tshewang Jeipo said that it did not happen because those industries were already allotted on long term lease. Currently, there are about 31 different workshops, wood-based industries, warehouses and polythene factories. It is unknown since when these industries started.
Pekarzhing was identified as SE-4 (non-polluting) as per Phuentsholing Structure Plan (2013-28). Currently the LAP does not have a basic infrastructure in most of the area. But the plots are demarcated and Land Ownership Certificates (Lagthrams) were issued. The Thromde is planning to install required infrastructure by the 12th plan.
Without state land to be allotted at Pekarzhing, Tshewang Jeipo said that all the plots are owned by private individuals, and the industrialists and service providers need to negotiate with private land owners.
However, there is no specific deadline for relocation. The Thromde, meanwhile will not renew the lease land after their expiry. “They will have to make their own arrangement to find an appropriate private land for relocation. However, Thromde shall facilitate in providing infrastructures as per LAP,” Tshewang Jeipo said.
Thromde has however, not conducted proper consultation with the owners regarding the relocation. “But we have been consistently making clear to all those owners in person that Thromde will not renew the lease period after their expiry, meaning that they will have to relocate,” Tshewang Jeipo said.
As per Phuentsholing Structure Plan (2013-28), these areas are planned for housing development (Pepsi factory area) and river front, with recreational parks. Lands at Pepsi Factory area will be converted into recreational area and other facilities in consultation with Department of Human Settlement, MoWHS. The facilities will be developed after all the industries are relocated. But the work will depend upon availability of budget.
