Animated video launched to raise awareness on Labor and Employment Act

Two JICA volunteers and the Department of Labour, Ministry of Labour and Human Resources (MoLHR), have launched an animated video for raising awareness of the Labour and Employment Act of Bhutan.

Titled “Basic Rights of Employees”, the 3 minutes and 14 seconds long video covers various provisions of the Act such as Occupational Health Safety, Holidays, Maximum Working Hours and Working Days, Minimum Entitlement of Leave, Working Hours etc. that allow workers to work more safely and with a peaceful mind.

“For improving the working conditions and environment, both employers and employees should know the details of the Act and its regulation. This animated video contributes to raising awareness on basic points of the Act for Employees,” states the press release from the MoLHR.

The animated video can be seen on the website and Facebook page of MoLHR, and can also be downloaded from the ministry’s website.

Meanwhile, the Act was enforced in 2007 in Bhutan to promote and protect the welfare through a fair and just labour administration. Since then, every year, the inspectors visit the site of enterprises, the number of visiting was more than 2,200 sites during FY 2018. According to the recent inspection report, 199 workplaces and 265 contraventions of 2,256 visits were issued improvement notices and penalty memos because of contravening the Act or its regulation.

The two JICA volunteers were Ms. Kumiko Nakashima, a professional animator who was dispatched to MoIC as a JOCV volunteer since July 2017, and Mr. Hiroyuki Hamasaki, a former Director of a government in Japan who was dispatched to MoLHR as a JICA senior volunteer since October 2017.
