Phuentsholing Thromde has signed a Memorandum of Understanding (MoU) with Green Road to facilitate the management of the landfill, collection of plastic waste and further use it in black topping of roads within the vicinity in the 12th Plan.
With the signing of the MoU, Green Road will now extract plastic waste from Thromde’s landfill in Toribari, process and use them to blacktop the road within the Thromde’s vicinity. Green Road will collect plastic garbage from the landfill and towns within the Thromde and turn them into polymerized bitumen, which will then be mixed with other substances and use for blacktopping.
According to the Phuentsholing Thrompon, Uttar Kumar Rai, having difficulty in managing the landfill, the Thromde has chosen Green Roads for the project which is expected to have mutual benefit.
“The Thromde has been spending on the management of landfill without scope for expansion. Till now the Thromde has been burying all the waste together. Once it’s filled, which might happen one day, the Thromde fears of finding difficulty in locating a new landfill. It’s time we have to come up with solution and tying up with Green Road is a viable option,” he said.
He added that it was also the right opportunity to provide space for private sector to grow.
Meanwhile, the PhuentsholingThromde has opted to work with Green Road after assessing the latter’s activities and capacities in blacktopping roads in the country.
It has also been agreed that the Thromde will now make compulsory it for any contractor who is working on road blacktopping works within the Thromde to use the polymerized bitumen produced by the Green Road.
The Thromde will make direct payments to the Green Road for the amount of polymerized bitumen used by a contractor in the future and it’s the Green Road that will have to negotiate the price of bitumen with the contractors.
And besides help in maintaining waste at the landfills at lower costs, it’s also expected that the roads blacktopped by such polymerized bitumen in a moderate climate will be durable unlike the ones done by using other bitumen.
“The quality of the road is also expected to be better,” the Thrompon said.
The Thromde’s Chief Engineer under the infrastructure Division, Ashok Sunuwar, said the company can start the work now.
‘The Thromde has tested 130 meters by blacktopping using polymerized bitumen two months back, which is good till now. The company has to install the machine and start segregating plastic waste and start producing polymerized bitumen. The thromde will now identify the roads where the polymerized bitumen will be used. We will identify so that the bitumen will be put in best use,” Ashok Sunuwar said
. The MoU also states that the Thromde will use only polymerized bitumen wherever and whenever required and mandates the Green Road to supply it accordingly.
